I have the honour to acknowledge the receipt
of Lord Milner's despatch No.37 of the 3rd of February with regard to the employment in Hongkong of children under the
age of 14 years.

This difficult question has engaged my attention for some time past and I decided in March last that the best course would be to appoint a Commission to advise as to what measures of regulation of child labour were desirable and feasible. A copy of the proclamation appointing the Commission is enclosed,
I understand that the Commission is likely
to send in its report at an early date when I will address you further on the subject.
